Koloth is the homeworld of a native species and a former Mawasi colony.
When the Mawasi colonized Koloth, they enslaved the native species even after the Mawasi Civil War. Three years after, the planet became embroiled in a civil war between abolitionists and the government. Eventually, the abolitionists won, but with a terrible cost to the infrastructure of the colony. Eventually, a government was established with a President and a Senate.
